Primary duties may include, but are not limitedto: Leads strategic project planning and annual budgeting. Leadssenior/executive management business partners to plan and ensure projectobjectives are met and budget aligns with IT budget objectives. Leads strategicdirection for aligning a specific organizations project plan of record andannual goal objectives with annual operating budget by specifying goals,strategy, staffing, scheduling, identifying risks, contingency plans,identification of budget and achieving long-term and short-term financialobjectives with the primary goal of ensuring that ROI thresholds are met. Leadsand manages portfolio and project activities of the business unit and developsrelationships with the business. Directs and coordinates budget activities ofmultiple projects and evaluates the impacts of changes from original portfolioplans across multiple projects to provide direction.

Leads strategies to removebarriers to ensure that portfolio initiatives are delivered on time and withinbudget. Partners with vendors for service delivery and the delivery oftechnology solutions for the business unit. Provides leadership to executivemanagement to determine future systems direction for both internally developedand vendor maintained systems and performs feasibility studies. Developsbusiness strategies, roadmaps, and plans. Translates planning intodelivery execution for various projects ranging from AI and Blockchain toInnovation and Modernization

Requires BA/BS degree; 10+ years ofexperience in related field; or any combination of education and experience,which would provide an equivalent background. Experience in organizing a seriesof large size projects into a single portfolio. Experience in multipletechnical and business disciplines. Broad based experience to plan anddesign large complex project portfolios. Masters' degree, multiple tradecertifications or other continuing education preferred. Incumbent should alsohave an expertise understanding of the Enterprise Annual Governing Process LifeCycle.

Prefer at least 2 years of consultingexperience in the areas of technology and strategy for large health plans.
