**Job Description**

Conflict Minerals Program Manager

Program Compliance and Development

+ Lead global program to assure responsible sourcing of minerals in IBM products

+ Create and implement strategy regarding responsible minerals in IBM products

+ Update and manage Conflict Minerals Management Framework for compliance with OECD guidelines and law. Ensure record retention conforms to the framework. Stay abreast of new laws which may require change in process or management system.

+ Manage Independent Private Sector Audit. Incorporate audit recommendations into process and annual Conflict Minerals Report (CMR).

+ Draft annual CMR and manage edits resulting from legal and executive reviews

+ Identify and mitigate risk from High Risk smelters and OFAC SDNs

+ Manage IBM smelter list and manage smelter outreach

+ Represent IBM in the Responsible Minerals Initiative (RMI). Participate in RMI working groups and tool development e.g. Smelter Engagement Team, Due Diligence Practices Team

+ Gather and analyze Reasonable Country of Origin Information (RCOI) from RMI and 3 rd party research. Take action to identify and mitigate risk.

+ Run twice annual CMRT campaign. Apply consistent selection criteria to determine in-scope suppliers. Oversee validation of incoming CMRTs

+ Provide subject matter expertise and leadership on conflict minerals Blockchain project

+ Develop and deliver internal and supplier conflict minerals education

+ Coach or train geo PMs on conflict minerals development

Ensuring Client Success

+ Respond to client requests (RFP, CMRT, etc.) in a timely manner. Determine best fit for client need, IBM CMRT or CMR. Provide insights to clients on best practices and smelter outreach

+ Create appropriate product level CMRT when possible to minimize inaccurate propagation of information

+ Create twice annual company level CMRT and track CMRT requests


+ Manage conflict minerals contractor work scope

+ Act as database administrator on Supplier soft conflict minerals tool. Manage users, configure reports, perform UAT on CMRT requests, ensure validation and risk rules are accurate, coordinate updates.

+ Manage IBM functional ID

+ Support contracts team on conflict minerals contract language push back

+ Prepare twice monthly executive presentation and lead sourcing interlock

+ Manage POs required to operate program

+ Develop annual travel plan

**Required Technical and Professional Expertise**

+ Excellent project management skills with an ability to prioritize and execute tasks

+ Strong communication skills with the ability to develop strong working relationships and work collaboratively with internal and external stakeholders

+ Well-versed in current and pending regulations regarding conflict minerals

+ Strong analytical and problem-solving skills. Ability to mine, sort, and clean data from various sources

+ Ability to lead in a matrixed environment, and work with minimal direct supervision

+ Knowledge of procurement process and contracts

+ Advanced Microsoft Office skills

**Preferred Tech and Prof Experience**

+ Engineering degree preferred

+ Familiarity of Electronics Industry & Smelters
